Pokemon OC: Admin Nikki

This is an admin of a fanmade team I made called "Team Triaxial" (Triaxial means three axes). She is the second in command Triaxial Admin Nikki whose design is based off of the "Nike of Samothrace" ( en.wikipedia.org/wiki/Winged_V… ). When Niki was born she didn't have any arms however in return she was blessed with a commanding voice; so much so that she is able to tame wild Pokemon without the use of Pokeballs. Personality-wise Nikki is very serious and intense. The Triaxial uniform of black and white is a metaphor to their view on the law; you're either innocent or guilty.
