I love Whimsicott and I thought it would be cool to have it in my games but I wanted to make it more special by giving it a 3rd evolution. Then again, this looks more like a Pokemon Form than anything else.

Could be a good region form in your Luna region.
Since it's always dark it's probably a very cold area. So Whimsicott/Cottonee there possibly had to adapt to the cold but unfortunately were also given a permanent cold along with the adaption .3.
